Atheer al-Samarai to Replace Fadi al-Luhaibi on Diyala Provincial Council After Inclusion in Accountability Procedures
The Independent High Electoral Commission announced that reserve candidate Atheer al-Samarai will replace Diyala Provincial Council member Fadi al-Luhaibi after al-Luhaibi was subjected to Accountability and Justice procedures, with the right to appeal within 30 days.

A source at the Independent High Electoral Commission announced on Thursday that reserve candidate Atheer al-Samarai will replace Diyala Provincial Council member Fadi al-Luhaibi after al-Luhaibi was included in Accountability and Justice procedures.
The source said al-Luhaibi has the right to file a legal appeal against the decision to include him in the Accountability and Justice procedures within a maximum period of 30 days, noting that if the appeal is upheld the legal and administrative procedures related to his exclusion and the assumption of the seat by the alternate will be completed.
The Accountability and Justice Commission had issued a decision subjecting a member of the Diyala Provincial Council to procedures related to the uprooting of the "banned Ba'ath Party."
A letter issued by the commission on Wednesday stated that al-Luhaibi had been a member of "the Ba'ath Party at the rank of a trainee member," and on that basis the commission decided to remove him from membership of the Diyala Provincial Council.
