Two days after Prime Minister Ali Falih al‑Zaydi pledged to grant investors free land to establish factories, the offer remains, as of Wednesday 28 October 2026, awaiting translation into an official decision that specifies its conditions and mechanisms.

Where the offer stands as of Wednesday

As of Wednesday morning no decision has been issued by the Council of Ministers or the National Investment Commission regulating the allocation of these lands, nor has the prime minister’s media office announced additional details about the covered parties or proposed locations.

This means the offer remains a political pledge al‑Zaydi made before businessmen, pending executive steps to move it into implementation.

Details of the offer in the Amman meeting

Al‑Zaydi met on the evening of Monday 26 October 2026 in the Jordanian capital Amman with a group of Iraqi businessmen and investors representing different economic and commercial sectors.

According to video clips of the meeting circulated on Tuesday, the prime minister affirmed that anyone who wants to establish a factory will be allocated the land and granted it free, as absolute ownership.

He also pledged to grant customs and tax exemptions for 10 years to every investor who sets up a factory, in addition to allocating lands to establish industrial cities.

What the official statement said

The prime minister’s media office said in a statement about the meeting that al‑Zaydi reviewed government measures to strengthen the investment climate, including simplifying procedures, addressing investors’ problems and safeguarding their rights based on the Investment Law.

The statement noted that the government has granted the private sector several privileges, including customs exemptions, to support the implementation of development projects and provide job opportunities for young people.

According to the statement, al‑Zaydi indicated that early next year will see the laying of the foundation stone for the extension of the 'Road of Development', which includes creating industrial cities, alongside the full‑capacity opening of the Grand Faw Port for commercial transport.

The written statement did not mention the free lands that appeared in the video clips.

What implementation requires

Turning the offer into an enforceable measure requires a government decision that specifies the body that will allocate the land, the included locations, and eligibility conditions such as the size of the investment, the timeframe for completing the factory and the number of jobs.

It also requires safeguards to prevent the land from being used for non‑industrial purposes, and a mechanism to recover it in case of breach of commitments, consistent with the Investment Law and the powers granted to the National Investment Commission and provincial investment authorities.

Investors will continue to watch upcoming Council of Ministers sessions to see whether the offer is turned into an official decision with clear conditions.
